Kentucky has a well-documented failure rate in education services and welfare payments, yet is now in the midst of a lengthy and escalating cycle of what would be regarded as the worst crisis in the state’s history. The issue of school funding in Kentucky should be treated in light of this well-intentioned, balanced response.
